- 1 medium onion, chopped
- 3 cloves garlic, minced
- 2 bell peppers (any color), chopped
- (3) 8 ounce cans tomato sauce
- (2) 14 ounce cans diced tomatoes, undrained
- 2-3 cups beef broth
- 2 cups water
- 3 tablespoons brown sugar
- 1 teaspoon Italian seasoning
- 1/2 teaspoon garlic powder
- 1 1/2 teaspoon salt
- 3/4 teaspoon pepper
- 1 1/2 cups instant rice
- chopped fresh parsley or freshly grated parmesan cheese, for serving
